Are you unsure what approvals you need to conduct research at Allina?

The questions below will help you determine whether your project requires Institutional Review Board (IRB) and/or Sponsored Projects Administration (SPA) approval.

Institutional Review Board (IRB)

In order to be compliant with federal regulations and Allina policies, an Allina IRB must review and approve research studies involving Allina patients or conducted in Allina facilities.

1. Are you conducting research on human subjects?


Are you . . .

  • Performing an intervention on a person or persons that would not normally occur or would not occur in this manner you're proposing?


  • and/or

  • Obtaining, using, and/or recording non-public information, data, or specimens, which you would not have otherwise, or using them in a different manner?

Is your intent to . . .

Test an idea or hypothesis, gain knowledge, and/or attempt to draw a conclusion that may contribute to generalizable knowledge about whether one way of doing something for or with people is better than another?

  • If your answers are NO, your project does not require review by an Allina IRB.



  • If your answers are YES, the project will need to be submitted for IRB approval. Find out how.

    Sponsored Projects Administration (SPA)

    A sponsored project is any program, project, or study supported in full or in part by funding from outside sources that requires specific performance or specified commitment of effort by Allina or in any way obligates an Allina business unit to any type of performance or resource commitment.

    In order to remain compliant with Allina policies, all grant applications for government funding must be reviewed and approved by Sponsored Projects Administration (SPA) prior to submission to the funding agency. In accordance with the policy, individuals who receive a notice of grant award must notify SPA for review and post-award monitoring.

    2. Will the research project use Allina facilities for any items or services related to an investigational drug or device?

  • If the answer is NO, your project does not need to be reviewed by Allina's Sponsored Project Administration
